$1 Billion Marine Restoration Project Announced for the Torres Strait

A transformative $1 billion initiative has been launched to construct a 200-kilometre artificial coral reef system in the Torres Strait. The project is designed to revitalise marine ecosystems and drive sustainable economic development.

The project, led by HaejooX—a global leader in marine conservation solutions—integrates traditional Torres Strait Islander knowledge with cutting-edge artificial reef technology. This initiative marks a significant step in restoring marine biodiversity while creating economic opportunities for local communities through sustainable fisheries, eco-tourism, and education programs.

Strength in Unity: A Legacy of the Torres Strait Initiative

The Treaty Council Worldwide, in partnership with the Meriam Nation and Gudang Yadhaykenu Nation, has joined forces with HaejooX to spearhead the Torres Strait Reef Regeneration Program. The project's first phase involves a $600 million Public Private Partnership (PPP) investment, with additional funding to follow.

This partnership between Torres Strait Islander and Aboriginal nations represents a milestone in Indigenous-led environmental conservation. The initiative also acknowledges the historical significance of Thunada (Possession Island), where Captain James Cook claimed the east coast of Australia under 'terra nullius'—a doctrine overturned by the Mabo Decision (1992), recognising Indigenous land rights.

  • Federal and State Government Accountability: Despite the Torres Strait’s strategic and ecological significance, infrastructure investment and environmental policies have lagged. This project calls for stronger government action to ensure longterm sustainable climate adaptation.
